Albany County Pine Hills Land Authority

The Albany County Pine Hills Land Authority (ACPHLA) is a public benefit authority established by Albany County to acquire, manage, and redevelop the former College of Saint Rose campus in Albany, New York. Empowered to issue up to $80 million in bonds, ACPHLA’s mission is to repurpose the campus to stimulate economic development and prevent neighborhood decline. The Authority’s responsibilities include community engagement, strategic planning, operations and maintenance of the properties, and securing viable future uses for the site.
