The Albany County Pine Hills Land Authority (ACPHLA) was created to acquire, manage, and redevelop the former College of Saint Rose campus in Albany. With the ability to issue up to $80 million in bonds, it focuses on repurposing the site to drive economic development, prevent neighborhood decline, and ensure long-term community benefit.
