Albany, N.Y.The Advance Albany County Alliance (AACA) is pleased to share that the Albany County Pine Hills Land Authority (ACPHLA) has entered its next phase of operation under Albany County management. The transition reflects the Authority’s continued evolution as it advances redevelopment planning and implementation efforts for the former College of Saint Rose campus and surrounding Pine Hills neighborhood.
Since its creation in 2024, ACPHLA has served as a public benefit authority dedicated to acquiring, managing, and redeveloping the former College of Saint Rose campus. During its formative period, the Advance Albany County Alliance provided administrative and operational support to help establish the Authority, facilitate board operations, coordinate redevelopment planning efforts, and advance community engagement initiatives.
Over the past year, ACPHLA achieved several significant milestones, including the acquisition of the former College of Saint Rose campus, the launch of the “Reimagine Saint Rose” initiative, and the commencement of a comprehensive redevelopment planning process designed to create a vibrant mixed-use destination that serves residents throughout Albany County.
“This campus can be a catalyst for economic development, resident services and inclusive innovation,” said Kevin O’Connor during the launch of the Reimagine Saint Rose initiative in 2025.
The transition reflects the continued evolution of the Authority’s work as redevelopment efforts move from initial acquisition and planning into longer-term implementation. Albany County will now oversee day-to-day management and operations of ACPHLA while continuing to advance redevelopment strategies developed through extensive stakeholder and community engagement.
When the Authority announced the acquisition of the campus in March 2025, officials described the effort as an opportunity to transform the 27-acre property into a community asset that would support economic development, housing opportunities, workforce initiatives, and neighborhood revitalization.
